Обзор проекта
Целью задания является оказание консультационных услуг по проектированию, поддержке тендерного процесса и надзору за строительством объектов:
- ЛЭП 500 кВ «Душанбе – Регар»: Строительство новой одноцепной линии.
- ПС «Душанбе» и ПС «Регар»: Модернизация и расширение существующих подстанций 500 кВ.
Основные этапы работы (48 месяцев)
- Фаза 1 (12 месяцев): Оптимизация ТЭО, подготовка тендерной документации и поддержка в процессе закупок до заключения контрактов.
- Фаза 2 (36 месяцев): Технический надзор за строительством, управление контрактами (FIDIC), ввод в эксплуатацию и мониторинг в период ответственности за дефекты.
Требования к консультантам
К участию приглашаются компании, имеющие:
- Опыт: Не менее 10 лет в энергетическом секторе (системы 400–500 кВ).
- Портфолио: Минимум один завершенный проект по проектированию/надзору ЛЭП (≥400 кВ) и один проект по подстанциям (≥400 кВ).
- Стандарты: Опыт управления контрактами по правилам FIDIC в проектах, финансируемых ВБ или АБР.

Assignment Title: Consulting Services for the preliminary design, support to bidding process and construction supervision for Dushanbe – Regar 500 kV transmission line and Modernization of existing substations at Dushanbe and Regar.

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Regional Electricity Market Interconnectivity and Trade program and intends to use part of these funds for the Consulting Services for the preliminary design, support to bidding process and construction supervision for Dushanbe – Regar 500 kV transmission line and Modernization of existing substations at Dushanbe and Regar.
The main objective of the consulting services is to support the Open Joint Stock Company “Shabakahoi intiqoli barq” (SIB) and its Project Implementation Unit (PIU) in implementation, and supervision of the following components:
- Component 1 – Transmission Infrastructure Development: Construction of a new 500 kV single-circuit transmission line connecting Dushanbe and Regar substations.
- Component 2 – Substation Modernization and Expansion: Modernization and extension of the existing 500 kV substations at Regar and Dushanbe.
Consulting services will be provided throughout project development and execution, covering:
- Planning and design activities, including feasibility study optimization to strengthen project bankability
- Preparation of bidding documents and contract packages
- Procurement process management and timely contract award facilitation
- Design review to verify technical feasibility, operational efficiency, and system reliability
- Construction supervision and quality assurance
- Commissioning support and performance verification
- Technical services during defects liability and extended warranty periods
- Knowledge transfer and capacity building initiatives
- Compliance monitoring for environmental, social, labor, and occupational health and safety standards
The consulting services under Component 1: Transmission Infrastructure Development and Component 2: Modernization and Extension of Substations shall be carried out in two distinct phases:
Phase 1: Encompasses all activities from the review and optimization of the feasibility study through preparation of bidding documents, support during the procurement process, and assistance up to the award of contracts for the transmission line and substation works. This phase be implemented under a Lump Sum contract. These tasks—Feasibility Assessment and Pre-design, Preparation of Tender Documentation, and Procurement Support—involve well-defined deliverables and outputs that can be clearly specified and priced in advance.
Phase 2: Includes supervision and contract management during construction, commissioning, and project close-out, extending through the final acceptance and the end of the warranty period.
The assignment period is 48 months divided into:
- 12 months for the Phase 1 (5 months – design period and 7 months – bidding process and clearances)
- 36 months for the Phase 2 (24 months -construction period and 12 months – defects liability period).

The Open Joint Stock Company “Shabakahoi intiqoli barq” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (including profile of the firm, experience, performance/reference letter from previous Clients, primary legal documents, etc).
The shortlisting criteria are:
- The firm shall have a minimum of ten (10) years of proven experience in the power and energy sector involving transmission and substation systems of voltage level 400 kV and/or above, including 500 kV systems,
- The firm shall have successfully completed similar assignments with a voltage level of 400 kV and/or above, including at least the following:
- Transmission Line Systems: At least one (1) completed project involving the design, construction, or supervision of a transmission line system with a voltage level of 400 kV and/or above.
- Substation Projects: At least one (1) completed project involving the construction or supervision of a substation similar in nature and complexity to the proposed assignment, with a voltage level of not less than 400 kV.
- High-Voltage Project Management and Construction Supervision (FIDIC): Experience in at least one (1) high-voltage (≥400 kV) transmission line or substation project involving contract administration and site supervision under FIDIC Yellow Book conditions under projects financed by the Asian Development Bank (ADB), World Bank (WB).
- Submit organogram and/or describe departments of the firm to demonstrate Technical and managerial capabilities.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank’s” Procurement Regulations for IPF Borrowers September 2025,” [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the QCBS (Consultants Quality and Cost-based Selection) method set out in the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications in the form of a joint venture and/or lead/sub-consultancy. Consultants shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
