Short description: The Project aims to accelerate national water supply reforms, strengthen capacity in water resource planning, and improve irrigation management, including by building resilience to climate change. The Project will also contribute to the improvement of living conditions in rural areas, including improved food security indicators largely through the expected long-term outcomes related to increased area under double cropping, and increased total value of agricultural productions through the shift to higher level crops. The Project will combine support for improved water policy, planning and management at the national and basin levels with infrastructure upgrades at the irrigation scheme level to improve the efficiency of individual irrigation systems.

Terms of Reference: The Disbursement Specialist has the following responsibilities:

· Managing disbursement requests and activities by established World Bank procedures as reflected in the Grant Agreement, Disbursement Procedures Letter, and Loan Disbursement Guidelines;

· ensuring proper management, accounting and reporting of project funds per accounting, budgeting, financial control and auditing procedures acceptable to IDA and local financial regulations;

· carrying out activities necessary to satisfy all obligations under the guidelines for the use of World Bank loan funds, including the preparation of financial plans, chart of accounts, budget planning and control, and management of special accounts;

· organizing and ensuring timely payment of all invoices from suppliers, contractors, consultants, employees and government agencies;

· ensuring timely and accurate financial reporting and project monitoring, as well as organizing timely external audit of project reports;

· after all necessary procedures and compliance with IDA instructions on financial management, accounting, reporting and auditing, and ensuring that all requirements are met for the timely replenishment of project special accounts;

 

· compliance with the reporting requirements of the Tax Committee, Social Fund, Statistics Committee and other government bodies;

 

· performing special tasks as directed by the chief accountant.

 

Qualification requirements:

 

· higher education diploma in accounting, economics or a related field;

 

· at least 5 years of professional work experience;

 

· experience working with government organizations, experience in international projects, including World Bank projects, knowledge of financial procedures of the World Bank and the Republic of Tajikistan;

· full knowledge and ability to work with texts, spreadsheets and 1C accounting software; high sense of responsibility; excellent communication skills and team spirit;

· knowledge of the country’s legislation regarding taxation;

· fluency in written and spoken Tajik and Russian languages;

· Knowledge of English will be an advantage;

· Good skills in using Word and Excel.
